IIS 5 and various client SSL problems

I have a new IIS 5 server here that has a page that requires SSL. My problem is I go to the page and get the normal 403 error, But on some of my clients when I change the HTTP to HTTPS it works on some but not on others, the oldest browser is I.E. 5.0 and they all have SSL 1 and 2 enabled. Has anyone else run into this funky problem?

The I.E. we have is the 128, I'm gonna reinstall it and SP6a just incase some DLL's were overwrote or something.

It's weird cause one system here the Netscape 4.07 is fine but it's I.E. 5.5 SP1 has the problem.
