IInternet problems on laptop

Ok my GF just got a dell laptop, has PII 500, 128mb ram, etc. It had windows 2000 when we got it, i upgraded it to XP and its been working great. I got a lan/modem in one PCMCIA card. I put it in and all seems well. Well first i went to make a dial up connection to connect to the internet. I went to newtork and internet connections in the control panel, then to setup or change your internet connection. I go to the New Connection wizard to try to set up my internet connection. When it gets to the part where it asks how i want to conenct to the internet, the option for connecting using a dialup modem is grayed out so i cant choose it. Only the option to connect to a broadband connection is available... why is this? I figured there may be a problem with the modem, but it says its fine and shows up in the device manager. So then i ran Services.msc and when i go to the Internet Connections service, and click Start Service, i get a message saying " Could not start the Internet connection firewall/internet connections sharing service on Local COmputer. Error 1068: The dependency service or group failed to start... how do i fix all this?

I checked the dependencies of this service, and they are all started accept for the Remote Access Connections Manager, I went to start this service and i couldnt, i got Error 5: Access is denied... why? Ive done all this stuff in XP pro in my other co mputers and never had a problem...
