IGP HD4000 in-game stutter?

So, I took out my 7970 today, and decided to play CS:GO on the IGP alone. I found that even though FRAPS was showing full framerates, I was getting a lot of ingame stutter. It felt like there was a huge amount of input lag. I turned down all the settings, except for resolution at 1920x1200. It would read 45-70 frames but it felt slow as ever, as if it was running at 20fps. Is this normal for IGP play? CPU utilization in ICCP reads around 40-50% at most. Temps are good (under 50 C)

Well, I would understand poor performance but I'm wondering if the stutter is normal given the high fps.

It's an Intel IGP it's crap you are lucky it even boost into any game LOL.

Did you up the memory settings for the IGP in your UEFI? Not sure if it would help or not but it's worth a try if you haven't.

It's normal for an Intel HD Graphics iGPU. The hardware will boost the core speed if it's possible. Every game will run with automatic turbo, so the clock will jumps between two values. The main problem is that there is a huge difference between the core and the turbo clock. This will cause micro stuttering, even if the fps is high enough.
