All that it means is that she wants you to give her an onion.
Clearly it means she has something in her eye. She should avoid rubbing or scratching her eyes, as that could further worsen the situation. Instead, you should give her the onion and then tell her to stick it near her eye(s).

*note, eye(s) is optional plural in case she is a pirate that has only 1 eye
 
I've always been told if she blinks once, just ignore it. If she blinks more than once, just to reach over the table and punch her mid conversation. Supposedly they like that. I dunno.
