Imagine you held the winning ticket to your state's lottery. Say a really big prize, $100M.
In CA, the commissions's office is in Sacramento. Say you lived on the opposite end of the state. What is the best way for you to turn in your ticket?
1. Drive there - That could take 5-10 hours. You could get into an accident. Get mugged or carjacked along the way.
2. Send it via USPS. How much would insurance on $100M be? Probably more than you could afford. Also, if you were the mailman delivering mail to The Lottery Office, wouldn't you be tempted to steal it?
3. Fly or take a train there - Many similar risks as #1. What if the plane or train crashes?
So what is the "correct" answer? There has to be a guaranteed safe way as there have been plenty of lottery iwnners.
