It's littering but some would consider it a relatively small offense. There are also laws against jaywalking, for example.

Far too many roadside fires (grasslands, forests, etc.) are caused by inconsiderate smokers. I have ZERO tolerance for people who throw lit cigarettes out of their car windows...

Absolutely. But I would probably ignore speeders (provided they weren't being reckless) so I think it would balance out. I disagree with the cash-grab speed laws that are in place on most roads - especially highways with artifically low limits.

There are few things I hate more than driving behind someone and getting hit with a *&$# lit cigarette butt tossed out a window.
