IIRC, Mr Obama is a graduate of Columbia University and Harvard Law School, where he was the president of the Harvard Law Review. He worked as a civil rights attorney in Chicago and taught constitutional law at the University of Chicago Law School from 1992 to 2004.
He may have made mistakes while giving speeches but his resume sounds like he is a very intelligent person.

His resume does sound like that of an intelligent person, although as others have pointed out, he keeps the actual records off limits.

Opportunity cost. We can agree that pretty much anyone can memorize a three-minute speech given time. The question is why would you if you don't need to? Why devote 30m, 1 hour, 2 hours, to memorize a small speech when you have many other higher priority tasks to attend to?
