Lower number grit = rougher.
Start with rough & work your way up to smooth.
You can lap in a lab,but you cant lap your lab.😉

Heatsinks that need lapping generally have surfaces that are not flat in addition to being rough. The surface is usually concave - a rough grit paper will produce a flat surface quickly, then you can smooth the surface with a fine grit. Doing the entire lapping process with only fine sandpaper would probably take a few days.😉
And it won't be loose on the processor unless you do sand it for a day or two, with really rough sandpaper.🙂
