If you cancel ebay auction does your fees get refunded?

nope. only way you get refunded is if you can get ebay to cancel your auction for whatever reason.

you could always change your auction to state something that is inappropriate/not allowed (if you have no bids...) and then ebay will pull the auction and refund all the fees.
