You're supposed to do that before the auction, not after.

If/when ebay buyers don't pay for my auctions, I usually don't bother about feedback, but I do always file a NPB.

As I've stated twice already, I did request beforehand, but there wasn't much time, it was ending in 14 minutes. But from the looks of it the guy probably wouldn't have responded anyway.

What does an NPB accomplish, and how would it affect the non-paying buyer?

Oh sorry I missed that you had asked beforehand.

Well a non-paying bidder report allows me to recover my sales fee to ebay, and if I relist the item and it sells I am also credited for the lost (original) listing fee. It will go on the buyer's record, and I think the buyer is allowed a certain number within a certain time (not sure of the particulars) or maybe it's just 3 over a lifetime and they are removed as being a member of ebay "Not A Registered User" you might see it listed as sometimes. If it's just the one time, it will have no effect basicially.
 
UPDATE: Yes, yes, I know, I said I'd forget him and not do business with him regardless of whether he promised to be prompt or not. Well, he emailed last night before I got off, saying he'd give me my USPS tracking number right after he received payment, and only asked for $38.05 total. Of course, that isn't enough to trust him right there, so I asked him if he'd kindly give me my tracking number first, and then I'd pay him. Hopefully he'll say okay to this. Plus, I even offered him $40 instead of $38.05 if he'd do this for me.

But...I'm not allowed to discuss payment through emails, am I? Does it matter?
 
Well I paid the guy.

He said, in a very professional manner, that as an eBay he under no circumstances will ship first, and that if he did he'd be putting himself on a thin line of trust with me, as he obviously can't get his product back once it's shipped. I told him that, because of him responding to my emails and because of the manner in which he did, I trusted him enough that he means to do honest business now and that I'd pay him the $38.05. Now let's just hope he carries through and emails me my tracking number.
 
He says he shipped it this morning and gave me my tracking number. So hopefully all is well. But even as of now when I enter that tracking number it says tracking information has not been purchased for this item. Hopefully that's not an issue.
