So the legal driving age in Montana is seriously 14 1/2? WTF? 😕 I thought 1/2 years were only used by little kids.

It's probably 6 months after the kid receives his learner's permit. In PA it's 16 1/2 when you're first able to take your driver's test.
14 is way too young though.
