I guess upper atmosphere winds mean that you wouldn't...unless the turbines were rather tall & at every level 😉
 
That's like putting up enough curtains to block out all insolation (sunlight) and cooling the earth to cryogenic temps!

The same thing: Differences in air pressure.

And differences in air pressure are caused by differences in temperature. Wind is derived from the sun's energy. Unequal heating of the earth's surface leads to ocean currents and atmospheric circulation cells which are both distorted by the coriolis effect.
 
You might slow down the lower-atmosphere winds, if you planted enough wind turbines. It would take millions of wind turbines, though. More likely billions.
