It doesn't matter if he believes that he legit lost or believes there was fraud and that he legit won.

Trump and his right-wing authoritarian enablers know that he should be in charge, everything else is just inconsequential details. That's the whole point of fascist totalitarianism.
While I agree with many points of view presented here I think I like this answer best. It doesn't just fit Trump, it fits the rest of them.

And while it doesn't matter at all what he believes, personally I am sure he knew he lost. A narcissist will happily use violence to enforce his truth egotistical claims like overthrowing the government by force, while a person of real knowledge will seek to persuade others of that truth.

He simply believes that he is above the rules. Laws are a formality, something to be managed and massaged by lawyers and money.

Rules for thee, not for me.
