I don't think it could've provided there had been no 3/5 clause and provided it had required 2/3 of the Federal Senate to raise tariffs with only an absolute majority necessary to reduce the tariffs.

Slavery would've been gone earlier and we likely would've had different Presidents (Jefferson probably never would've become President) but I think we'd be a lot better off if it had a clause requiring 2/3 to raise the tariff. I think what's called the "Civil War" should really be called the War to Preserve U.S. Government Revenue.
