This makes no sense.
Only if the 400,000 died between casting the absentee ballot and the casting of the next one would that be true. But, some additional folks may become of age and have to be registered and get to vote. Now if they are not allowed to vote we'll have another case of disenfranchisement.
Furthermore, to argue that in March there will be more Democrats than in October voting seems odd given that the gates are open for all and if the republicans or democrates care they will vote. Heck, they too could use absentee ballots. Have everyone use an absentee ballot and if they screw it up send it back and keep going until all the ballots entered are recordable... should be done some time in '08 or so.
Or, record the absentee ballots sent in and then await the march vote at the polls.

You people are a joke. If the election is rescheduled, you'll get a new ballot. Since we are having primaries on that day anyways, there will be new ballots regardless.
