You should still be able to lock the rear brakes with the e-brake. If you can't, then you need to get it fixed.
Of course you don't want to keep it locked, but to pump it.

Don't turn the engine off, you might need the steeing assist. Even if you're in an auto, downshift to 2nd, then 1st.

the nuetral thing is for a stuck accelerator cable. your confusing 2 different scenarios
