If one can be held responsible for a link to another site, then what about citations in literary or scientific research?

I have read stories concerning the legality of linking to web sites... read the title and comment on this

When it comes to writing research papers and you quote someone or pull someone's ideas from a work, as long as you properly cite it properly everything is usually good in the academic world...

It would appear to me that the ability to link to an external web site (another's work) would be crucial to the survival of the internet (especially in the case of search engines). I can see Microsoft or other companies pulling some sort of stunt that would require search engines certain sums of money to link to or search through content on their site.
