If my CPU is 65C should the heat sync feel hot?

Because it doesn't. It's warm, but not hot. Thats 150degree F so I thought it would burn.

My board is an Abit IS7 and these are the temps I get under load. P4 2.4c OC'ed to 3.12ghz at default voltages...totally stable

Check the Abit website in their forums.

they've been having some temp issues with their motherboards and P4 chips.
After reading that, I ditched my problematic Abit for an Asus.

Then again, a lot of Asus motherboards also report higher-than-actual temps (although not to that degree). However, I'm not sure if Asus has corrected this.

If the HSF isn't hot, then it's not doing it's job. Something messed up your installation.

But.... does the stock 2.4C HSF have any copper in contect with the CPU? That could be your problem is just an insuffient HSF. But if the HSF isn't hot then it's not doing it's job and you should recheck the installation of the HSF.

I would say the cooler the cpu the hotter the heatsink. Hotter cpu would make the heatsink cooler since the heat isn't being transfered well.

If when u installed the HSF, the part of the HSF that makes contact with the CPU was made of copper... The orange/redish metal.

It's better at disapating heat from the CPU then aluminum in cheaper coolers.

Not quite, cu is better at transfering heat, aluminium is actually better at disapating

I scraped off the thermal pad and put some Compusa brand silver thermal compound. Temps are still about the same.

But I did do one thing that seems to have dropped 3 or 4 degrees C off my temps. I took my 120mm exaust fan and turned it around so it blows in. I duct taped a piece of foil cloths dryer tubing to the fan and pointed it down right on top of the CPU fan. Since I no longer have exhaust I removed 5 empty PCI slots so the air flows out of there.

What do you guys think of this? Looks pretty jerry rigged, but so far it seems to have dropped my temps a few degrees.

That should work...

But you could just get a better HSF...
