The Chinese would just rip the source code and make multi-language versions for everyone else.

A lot of the educated (i.e. computer literate) world can either speak english, or is so used to the interface that it wouldn't be a problem.

no, they would just memorize what each command does, and work off of that. Scarily enough my friends who people who don't know a single peice of english, but if someone appears on a screen or some command is needed they know what to type...they can even recognize phrases without actually being able to read the words just because the shapes are familiar

Windows is not the end all be all of operating systems. If they stopped including language packs then some other OS would pick right up.
