if im a avid gamer...is it wise to be using cool n quiet?

if im correct in understanding it cool and quiet just lowers the CPU speed when its not needed. like if your wandering aroudn in Windows it will slow it down to cool it off. if you need the ummpphh then it will crank it back up.
