Because he's a megalomaniac. He believes he can fight and beat the US on his own terms, and "lying" by turning in a double would be an insult to his "dignity: he couldn't take.

There was a piece on NPR several months ago which indicated that Saddam does indeed use a lookalike at some public functions where he only has to show up and wave as opposed to give a speech. Intelligence experts used photographic analysis to determine his facial geometry and can tell if it's a lookalike or the original. So while that strategy might work briefly, it wouldn't hold up to scrutiny.

Ego of most (not all) leaders would prevent them sacrificing another in surrender to save themselves. That would ruin their image. Most would rather be killed than go into exile.

Even if he does turn in a double, he'd still have to go into exile. He can't keep running a country if he has supposedly been captured!

So, if he does turn in a double and heads into exile, that means we'll have a regime change which is exactly Bush's goal.
