I wanted to buy a new video card mainly for encoding videos (converting avi to mpeg, avi to mp4, mpeg to mp4, etc). Should i really consider getting a new video card...(i currently have an ATI 7000 series with 64 MB of RAM), or does it just matter on my processor (i have a 3 Ghz P4 system).

The video card has nothing to do with encoding video.

Newer cards have some features like that. I remember reading about how ATI was going to release a video encoding application that used the GPU (of course, only the newest cards), but as of now, none exist as far as I know.

If you want to have faster encoding times get a faster CPU. Faster memory doesn't really do much. I've done tests with PC2700, PC3200 and PC4200 and the difference was almost nothing.
