no. Any portion > 1/2 of the bill will be worth a dollar, the rest will be worth $0.00
 
I'm not sure about in the US, but here the side that is larger is worth $1, the other side is worthless.

I'm not sure who decides if a piece of bill is 50% or 50.00000000000000000000000000001%.
 
A ripped bill is still legal tender by the Bank of Canada. Unsure about the US Treasury. Provided you have more than half the bill with the S/N intact, banks will give you have of the face value. Unfortunately, you won't find many (if any) stores who will take it though
