If i have an Belkin Battery Backup...... Do i have to turn it off along with my computer?

No...leave it on cause the battery will drain and need recharging or lose power if you turn it off...

Sorry, i should have been clearer... I meant to save power on my electricity bill

It will save you a tiny amount of power by disabling the trickle charge, but then the battery may be half-drained when you finally need it.
