wouldn't I be able to watch cable TV even though I don't subscribe. Naturally this is a purely theoretical question since I don't have or need a TV tuner in my monitor and pay for digital cable + internet already. I'm purely curious :D as to what's on the line. It's one pipe. Can they block the tv portion from the curb? If they can, would my internet access speed up.

Yes they block it (usually, but not always all channels), and no, cutting off the TV will not speed up your internet in any way whatsoever.

when cable internet originally came here, you used to be able to get the cable tv channels too, but recently, and if they ran newer lines anytime within the last 1-2 years, then no there wont be more cable.

RossMAN, I was just thinking about the Samsung with tv. I have a NEC actually and an Iiyama pro 450, but neither have a tuner.
