If I don't have a 4k monitor can I still stream 4k Netflix on the PC with MS Edge? (Only using Edge for Netflix because it is the only browser for it)

If you don't have a 4k monitor, no you cannot display 4k resolution (if that's what you're asking?).

It would be the same with a TV. Until I bought a 4k TV around a year ago, I could not stream Netflix 4k on it (just regular old 1080P).

If you have a resolution somewhere between 1080P and 4K Netflix will apparently give you intermediate resolutions:

So it's not an either/or for 1080P/4K, you'll still get some benefit from the resolution you have available.
