Scenario...
I install in an old pc using 32-bit. When I can afford it, I install into new desktop using 64-bit.
How much time must I wait between activations if at all?

Please... do not explain how I can only have this disk installed on one computer at a time. The suggestion I'm either stupid or a thief is not welcome.
 
The time does not matter.

You can try to Re-activate even after one day, if it does not do auto. activation, then you call the given 800 number, and explain why you need reactivation.

As long as you are not doing it frequently Microsoft will understand your need.

As far as I know, it's been several years since Microsoft commented on how long before they purge an Activation from their database.

As JackMDS notes, it really doesn't matter much. If online Activation is denied, you'll be given a phone number to call and will likely talk to a computer on Microsoft's end. Re-Activation should be automatic unless you've Activated that same Key several times that month.

Not sure about 7, but with XP/Vista it seems 90 days if doing it online. The 1-800 number always worked for me without having to speak to an agent.
 
If the OP is asking about how long you can go BEFORE activating, this is 30 days, with the possibility to push this to 120 day (google/bing it).

Re-activation should only happen if you change (enough) hardware.

Reinstalling to 64-bit after installing and activating 32bit shouldn't be a problem.
