Is it bad charma to screw a fan into a power supply casing?
Am I going to get zapped, or cause a short ciruit?
This would be the perfect spot to install one as it is right beside the CPU.

Has anyone out there done this?

Just wanna get some advice before I fry my brain with electricity.

I highly doubt you will kill yourself by doing this. You do risk hitting some components within the PS. But usually they have some room around most of the components for cooling reason. Jsut don't do it while its plugged into the wall!

Are there vents where you plan on installing this thing?

The best way to do this is to open up the PS. Its easy to open and close back up. And when you put it back together, look carefully where the screws are. You also want to use as small a screw as possible. If you want it secure, use a nut on the inside. If not, then use loctite.

You talking about cutting out an extra hole for an extra fan? I think as long as you mount it outside not inside and the screws arent touchign any of the circuitry you should be fine.

Sounds risky to me...but, if it is the greastest fan position of all time well, you just have to do it, dont you? ;) Just make sure that the screw isn't going to hit anything inside the PSU, and that it is secure and safe enough to hold the fan properly.
