As for all the other things you mentioned, I'm sure he's apologized to Putin in a "private" perfect pone call. "It wasn't my fault!, they made me do it!" - "All my loans are in good standing?, right?".

Those sanctions were passed by Congress and Trump was forced to sign because it would have been overridden. He then sat on it for almost 1 year before implementing. Does that sound like someone who wanted additional sanctions?
