If the highway patrol/who ever runs the highways/roads were to meet up with (a) god and god gave them the option of either having lots of drunk drivers on the road who can't drive faster than 20-30mph, or you have lots of sober drivers on the road but refuse to believe in the word "limit" exists and so drive very fast..

huh? I'd rather have drunks who couldn't go over 20-30mph... Then, we could assume everyone going 30mph under the speed limit was drunk. They'd be easy to catch, throw them in jail overnight, generate a lot of revenue for the state, remove their license, impound their car. Given 2 or 3 months, there'd be no drunks left on the road.


In the case of speeders... they'd be harder to catch, don't generate as much revenue, you generally don't get to take their car away from them...
