He was arguing that global warming (if exists, don't get into that debate) cannot be solved by individuals willingly changing their habits - it is such a large scale issue that it can only be handled by the government.
Simply put, if left up to individuals, most people would rather say f. it and pass the responsibility on to others.

I don't need to watch the episode to take issue with that statement. Americans are no worse than most of the world with regards to not taking action.
