If airfares drop after you've book a ticket can you get the lower price?

Hello. If I book airfares and the cost of the same flight should drop in price before I depart is it possible to get the lower fare?

Well, I bought this Pentium 75 for $1100 when it came out. They now cost $10. Can I have the $1090 difference back, please?

OR buy a fully refundable ticket then when a lower fare comes around refund the ticket then buy the lower fare!
