If a processor is multiplier locked, can the multiplier be lowered?

currently I have a Celeron 366 @ 413 Mhz (5.5x75) but I was wondering if it was possible to reduce the multiplier to 4.5 and increase the bus to 100Mhz to get a 450?

That's a very good way of saying it. I never thought of it like that.
 
no, but most 366's will do 550 so just crank it to 100Mhz anyways. you will probably need to up the voltage though.
 
THe early 366's were terrible for 550mhz. It was only later during their life that they were likely to achieve that frequency.
