If a cpu post at higher clock what is chance it can run at this speed if does not load Win?

What is chance if the cpu posts it can run at the higher clock speed?

for example I have a 1.2ghz Tbird that will post up to 1485 but when it starts load W98 it locksup...so does posting mean it can do this speed with better cooling...or more voltage(1485 at 1.85v so can not go higher)

normally with situations like that better cooling will get windows to load. that is one advantage of peltiers. many people use these to get their pc's stable at speeds at which they will post but not load windows or to help that stability in general. In your case I wouldn't worry about it too much, I doubt you will see any performance gain that you will notice with maybe the exception of a few benchmarks or maybe with distributed computing. but anyways if you get a peltier i'm sure it will help a little with getting into windows but probably isn't worth the hassle and $ for you.
