If a cd-rw can read cd's, does that necessarily mean that it can write cds?

I had an extended warranty from Circuit City on a 10/4/32 burner. After years of reliable service, it started giving me trouble. Every now and again, the burner would successfully burn a good cd, but was definitely giving more coasters than not. All CC's pc extended warranties are handled through a third party, so I had to call them on the phone. After going through a few of the steps he was obviously reading off of the screen, the tech says that "if a cd-rw drive can read a cd then the drive is ok, and can write cd's as well." He said it must be a software problem and tried to convince me to reinstall my computer. I was just curious if what he is saying has some truth to it, or is it just a line they feed to consumers to avoid having to replace/repair the warrantied product.
 
Of course not. Two different lasers, two different areas of the drive. Get it replaced. 🙂
 
Lie too, like you reformatted, tried several burning programs..... the whole nine yards if you have too.
