If a card has both DVI and DSUB do i automatically assume it does dual monitor?

Dual? Yes. Triple? No. AFAIK every card that I've had that has two regular outputs and a TV out said that you can only have two outputs going at one time.
 
Dual Monitor should be a given today. Everything GeFoce 4 or newer with more than a single DVI or VGA connection has dual display, and on the ATI side everything Radeon 8500 or newer.

Triple monitor though? Not at the same time. Max 2 concurrent displays running. If you want to use the TV out, you have to turn off one of the two DVI/VGA outputs for that time.
 
Yes and no. If you see a DVI-I and a VGA, you can assume it supports dual monitors. If you see a DVI-D and VGA, then it most likely only supports one monitor at a time.
