If a AM3 cpu is not on a AM3/AM2+ mobo's supported list, can it still be used?

There are now 2 versions of the Phenom II 945: a 125 watt and a 95 watt. The Gigabyte mobo I would like to buy supports the 125 watt version, but does not mention the 95 watt version. Would it be foolish to buy this mobo with the 95 watt Phenom II, or is there a chance they will work together?

Ya, it should be fine. If it was some random no-name motherboard that didn't indicate any AM3 CPU support whatsoever, you would have reason to be worried, but this should be totally fine(probably).

Only worry if the numbers are reversed as the voltage regulators my supply enough power.

It may be applying higher voltage than required however. Check the stock volts for the cpu and see what your computer is giving it (cpuz should tell you).

im pretty sure the voltage applied is based on the vid burned into the cpu.

it should be ok. the only way it wouldnt work is sometimes if its a new stepping of cpu instead of one that was just binned differently.
