ie9 brings up download folder when kicking off games

I have a wierd issue on my kids PC (Windows 7 pro 64 bit). ie9 bit opens up and surfs the web fine, but when Star Trek Online or BF3 is started, ie9 opens up the windows download folder and the game doesn't start up. Any clue as to why we are having this issue?

suspect that something is trying to pull down a file or looking for a file that would have been previously download based on some cookie.
