IE7 Downloaded file options?

I recently updated to IE7 and for some reason whenever I finish downloading a file I cannot open it through the download popup. The files download fine though and can be found wherever the save directory is. This becomes a problem with some files that are meant to be opened like torrents. I get an error message that says I do not have permission to acess the file or the file does not exist, like it's looking in the wrong area for the file or something. I also cannot find where in IE you can change your download options. I usually use firefox and do not have this problem there, but I would really like not use IE7 without this annoying issue. Anyone have an idea?
 
Never have run into that - I guess I work differently. I download and SAVE the file to a big download folder sub-foldered by OEM. Then, when I am ready to use or install, I do that with Start/Run/Browse and select the file - and hit ENTER. Works every time.
 
It works fine that way, but I want it so that clicking open file on the download popup works like it's supposed to
