IE6-Mozilla both say Illegal Operation when launching, help

This came after an upgrade from windows 98 to 98se

After logging on line with dial up...when I attempt to start Internet explorer 6 I get an ILLEGAL OPERATION message and the computer freezes.
.Since I can't open the browser, I can't delete and re-download IE6... so I decided to install Mozilla 1.0 off a disk. Well that gives the same ILLEGAL OPERATION message when I try to start it.
Any ideas what is going on? Something reset in networking when I upgraded the OS?

Give more details about the ILLEGAL OPERATOIN error you are getting. There is typically a details button that say "iexplore has caused a xxx in module xxx.xxx" or something similar...
