IE6 and the Links bar..

I just reformatted and reinstalled IE6 and I can't seem to drag the Links bar to under the address bar, which is where I had it before, anyone know why? Or how I can do this?

lol, dont worry, i didnt learn to lock the tool bar until using win xp for like 2 months later.
