IE won't connect to internet

I am repairing a friends system and just converted changed over from an old Celeron to a new Athlon MB. I reinstalled all the hardware using the existing Win98 with success, all the hardware apparently is working. However, I have the networking working with my internal network but cannot get IE to connect to the internet even though I can ping machines on the internet. I tried a repair of IE and it does not seem to work. Any ideas. Intially I had trouble connecting to my internal network, same symptom, could ping but not browse, but I fixed that somehow.
 
Have you tried another browser to see if that works? You could try resetting IE to default settings - Tools-->Reset Web Settings I think
 
Either dialup or internal network/router through cable. I have now installed Mozilla and it works through either the dialup or network connection and OE works also, so the problem is with IE itself. I tried a repair install twice now and it still doesn't work. Everything else on the machine acts normal. Any other ideas anyone?
