IE Window won't save position

For some reason whenever I click on a link from a webpage my Internet Explorer window will not open up. It just minimizes itself into nothing and I have to right click on it in the taskbar and maximize it. In the past I could just close it while it was maximized and the next time I opened it up the setting would be saved. That didn't work this time. It is extremely annoying so please help!
 
Open IE and right click any URL that allows you to use
"Open in New Window" option and open it.

Close the first IE window that was open.
Drag the borders of the second window to fill the screen (do not use the maximize button).
Hold the 'CTRL' key and click the 'X' to close the window.

Your IE windows should now open to this setting.
