IE just kind of "hangs..."

so after I reformatted my pc, I have been getting this strange problem.
Basically, when I click on the IE icon, nothing happens. the IE window will refuse to pop up. The hour glass shows up(so it is working), but then it disappears and wont do anything.....then, msn will just kind of try to sign in forever and never succeed.

It usually takes about 1 to 2 restarts everyday to fix this problem..

any suggestions?

this is on win xp home w/ all the updates...

Replace xp home with Fedora Linux.
