IE issues, weirdness *edit* SSL problem, correct url

Checking out a dell laptop for a friend, all of a sudden she can't get to https://www.entp.hud.gov/clas/ I figured it was security settings but no go. I can get to the site from my pc no problem, and I have checked every setting in her pc to match mine but her pc still can't get into this site, which she needs to since she is a mortgage broker. Any suggestions? She was running IE 5 and I updated to 5.5 sp2 and it didn't help, tried IE 6 sp1 and still no go. I'm stumped. Thanks.
 
impossible, I'm on my box at home, never knew the site existed before yesterday. Try going to www.hud.gov, she can't go there either and of course I can get to any of them on any pc I've tried except her laptop.....
 
oops, my bad its www.entp.hud.gov/clas if you go to hud.org there is a link to the federal hud page at the top left which is hud.gov, it seems to be a ssl issue but I've been to the knowledge base and can't seem to find a solution. Thaks for helping.
 
That's the site she's looking for, with or without the www. I've tried it every way possible on hers, on mine it works every time and all of the IE settings are the same. I'm stumped. I get a 400 error and when I turn off the friendly errors I get "Bad Request, your browser has made a query the server doesn't understand". I was thinking an ssl problem but while looking for info I found a few ssl test sites that all say the browser can negotiate a ssl session fine. So again WTF, over.
