IE is acting strange. Have to refresh to update pages?

I know the topic sounds weird but for some reason when I load a web page, I have to click my refresh button to get the most recent version of the page. For example, I have Slashdot as my home page. When I open IE it gives me the slashdot page but the news is a few days old on it. Once I click the refresh button it gives me the newest version of the page with the news from today. Why is this happening? I cleared my Temp internet files a few days ago and this just started happening. Any advice would be nice.

Not General Hardware related.

Tools - Internet Options - Settings button under Temporary Internet Files.

Section that says "Check for newer versions of stored pages:"

You probably have dot next to "Never" which means it's never going to update page coming out of cache. Automatically is optimum setting; Every visit to the page should do the trick no matter what.
