IE enconding default

The encoding setting on my IE have been jumping to "Unicode(UTF-8) whenever I open a new screen and it won't stick to Western Europe even when I set it there. The Nativation bar on AnandTech forum, which is on top of your toolbar on the upper right looks shrinked when it's on Unicode. What the heck caused it and how do I fix it?
