IE and Firefox doesn't work but MSN does?

I'm sorta stumped. IE and mozilla don't work but MSN does? I've had a problem similar to this before, where winsock2 was corrupted.

The horrible part is, this problem's come back after a reformat. hahaha.

The problem screams software, but at the same time... the reformat means it isn't likely to be software.

Any ideas anyone? Is it possible the drivers arn't being installed properly after the reformat? I wasn't the one that did the reformat, I just got on the problem recently.
 
The MSN browser uses the IE engine...it's just a UI shell.

Is IE running in TaskMan? (meaning, try to launch IE standalone after a boot, not MSN)

I was having a similar problem with my laptop recently...so I dropped an image, then converted from FAT32 to NTFS, and it seems fine now.
 
Well that's what I'm confused about. The two of them really arn't that dissimilar, however at the same time, one works and the other doesn't. Is there something common to firefox and IE that isn't common to MSN?

I'll try to see if IE is running taskman.

I'll also try to convert the image to NTFS, although I think it already is. I have to stop by my friend's house and take a peek.
