IE and "Connect to Internet" shortcuts in Win2K Pro

How would I prevent the IE and "Connect to Internet" shortcuts from appearing on the desktop of every new user who logs into Win2K Pro?
 
Log in as administrator and set up everything like you want it. Then go to System Properties -> User Profiles and copy the administrator profile to the C:\Documents and Setting\Default User\ profile folder. Anyone who logs in (who doesn't already have a local profile) will have these settings.
