IE 10 doesn't work

I just updated to IE 10 and now it won't work. It opens but there's no URL in the address bar, and nothing on the screen, it just starts with a blank page. If I enter a url and then hit enter nothing happens. It doesn't even try to load the page, it's like I didn't even hit enter. So it's basically stuck on a blank page. Also when I click the gear icon in the upper right everything is grayed out except the File & Safety options. I need it to test sites I'm designing so this is somewhat of an issue. Any idea what is causing this? I'm using W7 x64, and the 64-bit version of IE 10. This also happens with the 32 bit copy of IE 10 as well...
 
Try a reset of the browser from the Advanced tab under Internet Options. Go to the control panel to find it with the browser closed. Choose delete personal settings when prompted. Hope that helps.
